Dr. Judy Lapinski, PharmD - 340B Consultant
Dr. Judy Lapinski is an energetic, strategic and results-driven executive with 20 years of progressive leadership experience in the healthcare field. With a strong history of repeated successes in her professional career, she launched the consulting firm JL Healthcare Solutions in 2017. JL Healthcare Solutions offers guidance in financial management, clinical quality and operational improvements, compliance, strategic planning and governance, project management, program building, and readiness for risk-based contracting and value-based care. Dr. Lapinski is also a Registered Pharmacist who has spent most of her career working within the 340b prescription drug discount program and is a subject matter expert in the area.
Dr. Lapinski most recently served as the Interim Chief Executive Officer and Chief Operating Officer at the Mid-Atlantic Association of Community Health Centers, an organization focused on providing support, training and technical assistance to health centers in Maryland and Delaware in a broad range of subjects. During her time at the association, she was influential in avoiding regulatory changes that would have negatively impacted health centers with regard to 340b and other Medicaid reimbursements.
From 2013 to 2015, Dr. Lapinski served as the Chief Operating Officer at Chase Brexton Health Care in Maryland, one of the largest Federally Qualified Health Centers in the state. While there, she led practice transformation activities, complete physical redesign of the several center locations, and a major EHR conversion, among others. She also implemented programs and utilized data analytics to improve financial and operational performance. She reduced costs and improved productivity. Her leadership led to growth and advancements in the medical, pharmacy, dental, case management, and central operations departments.
Prior to that, Dr. Lapinski served as the General Manager for five 340b pharmacies at a Maryland health center. Dr. Lapinski implemented programs to ensure compliance with all 340b rules and regulations, increased revenue, reduced inventory costs and increased inventory turns, and revised accounting policies leading to transparent and accurate accounting practices, among others.
Dr. Lapinski’s passion for serving people, particularly the underserved, drives her enthusiasm and dedication to assisting health care providers in achieving operational and financial excellence in healthcare while reducing costs, improving clinical quality and delivering a superior patient experience.
